For a long time government authorities and institutions had invested mainly in work seats enhancement with up-to-date computing equipment.

Applied systems increasing output used to limit to standard Office applications, Internet Explorer, Outlook Exchange and Accounting systems. 

As a result it caused a scarcity of applied systems for collection, processing, keeping and output of management information. There is a lack of modern automated systems for management, modeling and forecasting as well as systems for efficient relationship management by citizens and government authorities and institutions. Moreover they pay less attention to the questions of long-term strategic policy in IT-technologies.
